John Pinckney

Vice President and Head of Litigation Expert Practice

John Pinckney is Vice President of NTCI and leads our expert litigation team. John graduated with a Bachelor of Arts degree from Coe College and a Masters in Business Administration from Ball State University. John’s career has provided him with experience in almost every function of a fleet. Prior to joining NTCI, he most recently served as the Human Resource/Safety Director for Knight Transportation in Indianapolis, IN. John has more than 40 years of experience in the transportation industry dealing with safety, regulatory compliance issues, risk management programs, and litigation management. He is actively involved in a number of safety organizations. He is also certified to teach the National Safety Council’s Defensive Driving Course to instructors and professional truck drivers.

Bob Seifert

Vice President

Bob Seifert is Vice President of NTCI and leads our team assisting clients with development of corrective action plans, fine negotiations, and ratings upgrades. He has a Bachelor of Science degree in Business Management from Calumet College and is a graduate of the FBI National Academy in Quantico, Virginia. Prior to joining NTCI, Bob served as Vice President of Safety for the Indiana Motor Truck Association. He previously served as Commander of the Motor Carrier Enforcement Division of the Indiana State Police. Bob has more than 30 years of experience in the transportation industry dealing with safety and regulatory compliance issues and is certified to teach the National Safety Council’s Defensive Driving Course.

Dee Davis

Senior Safety Consultant

Dee Davis is Senior Safety Consultant for NTCI. Dee is a graduate of Ball State University with a degree in Criminal Justice and the Indiana State Police Commercial Vehicle Enforcement Academy. Prior to joining NTCI, Dee spent 21 years with the Indiana State Police Commercial Motor Carrier Enforcement Division as a Master Motor Carrier Inspector. She also served as a Certified Training Instructor for the State of Indiana and the Federal Motor Carrier Safety Administration. She is highly qualified to consult in all matters pertaining to Federal Motor Carrier Safety Regulations, vehicle inspections and cargo tank inspections.

Dennis McGee

Senior Safety Consultant

Dennis McGee is Senior Safety Consultant for NTCI in Pennsylvania. He graduated with a Bachelor of Arts degree from Mercyhurst College and received a Masters degree from Gannon University. Dennis retired from the Federal Motor Carrier Safety Administration (FMCSA) as the Federal Programs Specialist. During his career with FMCSA, Dennis served as a Safety Investigator and State Programs Specialist. After almost 30 years with FMCSA, Dennis has extensive knowledge, training and experience with transportation safety. Prior to joining FMCSA, Dennis was a State Trooper with the State of Pennsylvania.

Randall Jones

Senior Safety Consultant

Randall Jones is Senior Safety Consultant for NTCI in Texas. Randy served 15 years as an Investigator and Program Manager with the Texas Department of Public Safety where he supervised a team of 14 who were responsible for conducting roadside inspections, compliance reviews and safety audits. During that time, he led the State of Texas in the number of safety audits completed each year. Following his career with the Texas Department of Public Safety, Randy managed the DOT compliance activities of a 100+ fleet in the oilfield services industry. Randy is certified through FMCSA to conduct safety audits and compliance reviews, as well as through CVSA to conduct vehicle inspections.

Richard “Dick” Morrison

Senior Safety Consultant

Richard “Dick” Morrison is a Senior Safety Consultant for NTCI. Dick spent 18 years with the Federal Motor Carrier Safety Administration. During his career with the FMCSA Dick served as a Training Specialist for the National Training Center and was a Master Instructor with responsibility for the development and delivery of national level training programs, the maintenance of all roadside inspection courses, and the certification of Instructors to teach the North American Standard Inspection and Passenger Carrying Vehicle Inspection procedures throughout the United States. He also served as a Safety Investigator in the FMCSA’s Illinois Division responsible for conducting compliance reviews of interstate motor carriers. Prior to joining FMCSA, Dick served more than 20 years with the Indiana State Police, including 12 years in the Commercial Vehicle Enforcement Division, from which he retired as a Squad Sergeant.

David Medeiros

Senior Safety Consultant

Dave Medeiros is a Senior Safety Consultant for NTCI in New England. Dave holds a BA in Political Science from the University of Rhode Island and a BS in Administration of Justice from Roger Williams University. He also holds a Masters in Criminal Justice from Anna Maria College, a Masters in Strategic Studies from the United States Army War College, and an NPLI from Harvard University. Dave brings a unique blend of operations and enforcement experience. He is a combat veteran who recently retired as a Brigadier General in the US Army after 35 years of service, most recently serving as Assistant Adjutant General (Army) in the Rhode Island Army National Guard. Dave has operations management experience as the Chief Operating Officer of the rapidly growing jewelry company Alex and Ani. Prior to that, Dave served more than 22 years with the Rhode Island State Police and retired with the rank of Lieutenant. During his career with the State Police, Dave commanded the Commercial Vehicle Enforcement Section and was responsible for the Motor Carrier Safety Assistance Program grant, roadside inspections, compliance reviews and new entrant audits, Data Q’s, hazardous materials, and size and weight enforcement activities. Dave also served the Commercial Vehicle Safety Alliance on the Executive Board, as President of Region I, and as Vice Chairman of the CVSA Driver/Traffic Enforcement Committee.

David Abeita

Senior Safety Consultant

David Abeita is Senior Safety Consultant for NTCI in New Mexico. Prior to joining NTCI, David spent 23 years with New Mexico State Police Commercial Vehicle Enforcement before retiring with the rank of Captain. In his time with the New Mexico State Police, David was responsible for conducting compliance reviews and roadside inspections, managing federal grant programs, training other officers and testifying in court. He was a certified FMCSA National Training Center Master Instructor and is a past Grand Champion of the Commercial Vehicle Safety Alliance (CVSA) North American Inspectors Championship (NAIC). David also served on the CVSA Driver-Traffic Enforcement Electronic Logging Device (ELD) Adhoc Committee that was charged with developing an inspector job aid for ELDs and conducted training sessions across New Mexico to prepare industry and law enforcement for the implementation of ELDs in 2017. David is highly qualified in all matters pertaining to Federal Motor Carrier Safety Regulations, as well as vehicle, tank, and passenger vehicle inspections.

Alex Bugeya

Senior Safety Consultant

Alex Bugeya is a Safety Consultant for NTCI in Canada. Alex was formerly employed by the Ontario Ministry of Transportation as the Special Project Lead / Head, Enforcement Program Evaluation where he was tasked with improving the effectiveness and efficiency of Carrier Safety and Enforcement program and coordinating provincial Transportation Enforcement Officer and police training and certifications. Prior to that, Alex was a Senior Facility Audit Administrator responsible for the MTO Facility Audit Program. He also served the Ontario Ministry of Transportation as a Transportation Enforcement Officer. Alex was certified as an instructor for the Ontario Ministry of Transportation and is active within the Commercial Vehicle Safety Alliance which named him Grand Champion of the North American Inspector Championship to identify the best motor carrier inspectors from across the United States and Canada. As a result of his service, Alex was awarded with the Queen Elizabeth II Diamond Jubilee Medal.

Brent Moore

Senior Safety Consultant

Brent Moore is a Senior Safety Consultant for NTCI located outside of Atlanta, GA.  Brent spent 17+ years with the Georgia Department of Public Safety, climbing to the rank of Lieutenant, Special Operations.  Operating with the Special Operations unit, Brent was responsible for managing the CVSA Level VI enhanced radiological inspection program and was Commander of the Nuclear Radiological Detection Team responsible for preventative radiological nuclear detection (PRND) operations throughout the state.  His experience guided him to becoming the lead trainer/instructor for departmental PRND program along with being assigned as the Governors Designee to the Nuclear Regulatory Commission (NRC) under Title 10 CFR and the National Nuclear Security Administration (NNSA).  Brent also spent 10 years as an Associate Staff Instructor for the FMCSA handling North American Standard Level 1 inspection parts A and B, general hazardous materials, cargo tank inspection, other bulk packaging, compliance review/investigative, safety analysis, and enhanced investigative techniques.  Brent was a 3X winner of the Georgia Dept. of Public Safety Inspector Championship and was awarded the FMCSA National Training Center Certificate of Recognition and Commendation for outstanding leadership in the Hazardous Material Training Redevelopment Project.

Jason Lamborne

Senior Safety Consultant

Jason Lamborne is a Senior Safety Consultant for NTCI located in Southern California. Jason spent 24 years with the California Highway Patrol, 20 of those years were with the CHP Commercial Enforcement Unit. While with the CHP Commercial Enforcement Unit he began to focus his attention on HazMat related training and education. Jason became a CSTI certified instructor for FRO (First Responder Operations – field personnel) and HMIC (Hazardous Materials Incident Command – supervisory and command personnel). Continuing in his career advancement he became a Radioactive Materials Level VI Departmental instructor and a Radioactive Materials response and mitigation instructor for field and supervisory personnel. He is highly qualified to consult in all matters pertaining to California Code of Regulations as well as Federal Motor Carrier Safety Regulations.

Ryan Billet

President

Ryan Billet is the President of NTCI, where he is responsible for NTCI’s continued growth as a leading provider of transportation safety and compliance services. He holds a Bachelor of Science in Finance from the Kelley School of Business at Indiana University and a Master of Business Administration from the Kellogg School of Management at Northwestern University. With 20 years of experience in the truck business, during which time he led the international business unit and served as the Chief Financial Officer and Chief Operating Officer severe-duty vehicle manufacturer Autocar, Ryan brings multiple perspectives and a wealth of practical experience in vehicle application, safety and risk management to help NTCI’s clients operate both safely and profitably.

Joe Morrison

Founder

Joe Morrison is the Founder of NTCI. He graduated from Oglethorpe University with a Bachelor of Arts in Business. With more than 30 years of experience in the motor carrier industry, his experience also includes service in the Atlanta, Georgia Police Department as a patrol officer and the Federal Motor Carrier Safety Administration (FMCSA) as a special agent. Joe is a member of the American Society of Safety Engineers and is certified to teach the National Safety Council’s Defensive Driving Course.
